Identify qualified professionals to conduct training.       

Recommendations:

a.
Identify criminal justice professionals, mental health professionals, consumers, and other appropriate individuals to conduct staff training.
b.
Facilitate delivery of training in small or rural jurisdictions where there may be a shortage of trainers.
