This directory of Program Profiles identifies and describes programs, policies, and other initiatives designed to improve the response to people with mental illness who come into contact with (or are at risk of coming into contact with) the criminal justice system. Developed at the local, state, or national level, these efforts are administered by a vast array of government agencies, nonprofit organizations, and for-profit companies.
The directory is maintained through a collaboration between the Council of State Government's Criminal Justice / Mental Health Consensus Project, The National GAINS Center for Evidence Based Programs (EBP) in the Justice System, and The GAINS TAPA Center for Jail Diversion.

Issue Area
Programs are assigned an issue area based on the agency or organization with primary responsibility for the program. For example, a program in which a jail works with community-based mental health providers to identify and treat detainees with mental illness would be listed as "Corrections: Detention."
Programs with Relevant Legislation
This field denotes programs that were created by, or have some
relationship to, state, or federal legislation.

Level of Jurisdiction
The level of jurisdiction describes the unit of government at which the
program operates. For example, a state department of corrections
administering a transition planning program at a correctional
institution is listed as "state"; a nonprofit service provider
operating a pretrial services program for a county court system is
listed as "county."

Staff from the Consensus Project, GAINS EBP Center, and GAINS TAPA Center have not conducted an empirical evaluation of any of the profiles provided in the directory. Accordingly, the Consensus Project, GAINS EBP, and GAINS TAPA do not promote any of these programs as "models" or "best practices." Nor does the directory reflect an inventory of all relevant efforts underway across the country. Administrators of the programs included in the directory are largely responsible for maintaining information about their initiative current. Accordingly, staff cannot guarantee that the information in the directory is completely current.
