2/11/08 The Patriot Ledger—"Mental illness is a public health issue, not a criminal problem, in most cases. Yet we rarely give police officers the tools to handle situations that involve mentally ill people, often placing these people into the criminal justice system because the alternative and appropriate resources are not available."
